Borough Administration

The Borough Administrator acts as the chief administrative officer of the Borough and administers the business affairs of the municipality.
 
The duties of the Borough Administrator include but are not limited to:
 

  • The supervision of the operation of Borough personnel, personnel management, and general coordination of departments, offices, boards and agencies of the Borough
  • The oversight of the economic operations of the Borough, including the coordination of the annual budget
  • Attendance of all meetings of the Mayor and Council the implementation of the policies established by the Governing Body
  • Informing and corresponding with the Mayor and Council on all relevant Borough matters
  • Correspondence with other local, State and federal agencies and organizations

Borough Clerks Office

The Municipal Clerk’s Office is known as the “gateway to the community” and is always available to assist the public.

The responsibilities of the Municipal Clerk as set forth by Statute include the following:

(1) Act as Secretary of the Municipal Corporation and custodian of the municipal seal and of all minutes, books, deeds, bonds, contracts, and archival records.
(2) Act as Secretary to the Governing Body and responsible for the preparation of meeting agendas and minutes and the retention of the original copies of all ordinances and resolutions.
(3) Serve as the Chief Administrative Officer in all Elections held in the municipality, subject to the requirements of Title 19 of the Revised Statutes.
(4) Serve as Chief Registrar of Voters in the municipality, subject to the requirements of Title 19 of the Revised Statutes.
(5) Serve as the Administrative Officer responsible for the acceptance of applications for licenses and permits and the issuance of licenses and permits, except where statute or municipal ordinance has delegated that responsibility to some other municipal officer.
(6) Serve as Coordinator and Records Manager responsible for implementing local archives and records retention programs as mandated.
(7) Perform such other duties as are now or hereafter imposed by statute, regulation or by municipal ordinance or regulation.

Building / Code Enforcement

The New Jersey Uniform Construction Code (UCC), Borough Zoning, Property Maintenance codes and ordinances are administered by full-time and part-time officials who are licensed and/or certified by the State of New Jersey’s Department of Community Affairs. This division is led by the Construction Official, Kevin Guilfoyle, who also serves as the Building Sub-code Official. Engineer’s Office

The Borough Engineer’s Office Provides the Following Services

  • Provides technical guidance and reviews to the Mayor and Council, Planning Board, Board of Adjustment, and other units of government regarding municipal land use, capital construction projects, civil and site engineering design, local public construction contracts, and engineering permits.
  • Prepares construction plans and specifications for in-house engineering projects involving public roadways and infrastructure; and manages and provides guidance to any design consultants for out-of-house engineering projects.
  • Plans and prepares annual capital improvement and operating budgets for the Engineering Department.
  • Inspects and oversees the Borough’s road inventory and traffic control systems for the purpose of planning future Capital Improvement projects.
  • Provides project management services for all Road Maintenance and Infrastructure improvement projects, including preparation of public bid packages, construction inspection and administration services, and final closeout of project.
  • Coordinates with other agencies and utilities, and protects Borough interests in local projects administered by a third party.
  • Maintains and updates the Borough’s GIS (Geographical Information System) mapping; and subdivision and site plan record drawings and information.
  • Provides assistance to the public and developers regarding land use issues.
  • Reviews, approves, and administers Road Opening Permits, Tree Removal Permits, and Surface Grading Permits.

Finance and Purchasing

The Finance Officer oversees all aspects of finance within the Borough, including tax collection, tax assessment, payroll, purchasing and budgetary accounting. The Finance Officer administers the investment program, borrowing and repaying of debt and interest, the rendering of all tax bills, collection of all cash receivables and the maintenance of proper records associated with the safekeeping of funds.

ABOUT THE FLORHAM PARK FIRE DEPARTMENT


On December 15, 1887, Jacob E. Burge of Hanover Road called a meeting to organize a fire company.  At this meeting, twenty-one charter members organized the "Afton Hook & Ladder Co. No. 1.  When this organization was formed, we were still part of Chatham Township and the local crossroads village was called Afton.  By-Laws were developed and adopted on December 29, 1887.  The second Monday of each month was set as the Meeting night.  Co. #1 meetings are still conducted on this date.  The meetings were conducted in "Lanning Hall" (now Florham Park Elk's Club) until July 11, 1898 and the "Broom Factory" on the corner of Ridgedale Avenue and Brooklake Road (a bank is now located on this corner).  What is now known as Florham Park was in those early days' was essentially two estates with a sprinkling of farms in between.


Dr. Leslie D. Ward had a huge acreage to the east, extending outward from the present-day Brooklake Country Club.  The Florence and Hamilton McKay Twombly's estate was to the west (now the site of Fairleigh Dickinson University and the Exxon property, former home of Exxon Research and Engineering).


The Wards and Twomblys were early benefactors.  Dr. Ward donated land and underwrote the building of a "truck house," which the firemen built themselves.  The "Truck House" was completed in September or October 1898.  The structure according to the minutes was to be 20' by 30' with 18' posts, a five-foot leeway would be allowed.  The first meeting in their own building was held on October 10, 1898 and was presided over by Jacob Burge, the first Chief.  This building, now vacant was once the, Town Garage, Firehouse, Florham Park Library and presently used for town storage.  It will be moved from the present Ridgedale Avenue site and placed next to the present Fire Headquarters on Brooklake Road.  It will become the Florham Park Fire Museum.


Mr. Twombly donated a two-horse hook and ladder truck, purchased second-hand from Madison in 1898 for $150.00.  The truck was equipped with "hand tongues" useful in towing the vehicles to the fire if horses were not available.  The bell in the Little Red School House and a locomotive wheel rim, when hit with a hammer it summon firemen from the shops and fields.  Horses were usually available, supplied by William Parkhurst and George Felch for $3.00 per run.  Firemen used their own funds to buy a horse whip to spur on the Parkhurst-Felch horses and two blankets to warm the horses when the run was over.

Land Use & Zoning

The Zoning Department is responsible for the enforcement of the Borough Zoning Code and the issuance of Zoning Permits. Permits and approvals issued by the Zoning Department include residential construction, sheds, signs, fences, pools and more. If an application is not in compliance with Borough Code the applicant will be sent to the Planning Board and/or Zoning Board of Adjustment to seek a variance.

Planning and Zoning

The role of the Boards is to control and guide growth and development of our community through regulation and consistency with the Borough Master Plan.

Board meetings are conducted in accordance with the Open Public Meetings Act, also known as the Sunshine Law.  The Boards are obligated to follow the Municipal Land Use Law and must act based on the findings of fact and proofs that have been provided during the hearing.

The Boards have a professional staff that includes the Board Attorney, Board Engineer, and Board Planner, and Traffic Consultant.  They represent the Board and provide reviews and advice to the Board. 

ZONING BOARD OF ADJUSTMENT

The Zoning Board of Adjustment consists of seven regular members and a maximum of two alternate members who are appointed by the Mayor.   This is a volunteer Board comprised of residents.  A quorum of four members is required to conduct a meeting.  Meetings are typically held on the first and third Wednesday of each month.  Check the Borough calendar for the most updated schedule.

The Zoning Board of Adjustment is empowered to grant relief from the strict application of the Zoning Ordinance.  The Zoning Ordinance regulates how land can be developed and establishes standards for buildings and structures.  The Zoning Ordinance outlines permitted uses within a certain zone.

Sewer Utility

The Sewer Utility provides consistent sanitary (toilets, drains) sewerage conveyance and treatment to system users. The Sewer Utility maintains, operates, repairs, and constructs mains, pump stations, and treatment plant facilities as required. The system collects and conveys wastewater through pump stations throughout the Borough. Effluent water is discharged into the Passaic River. Utility staff monitor flow quantity and composition and maintain compliance with NJDEP regulations. In addition to weekly monitoring and maintenance of the sewage pumping stations, the Sewer Utility uses specialized jetting TV monitoring equipment to maintain and improve system flow to assess pipe conditions and detect potential problem areas.

Postcards are mailed to property owners the end of January.  This statutory requirement is intended to inform property owners of their assessment for the current tax year.  If a property owner does not agree with their assessment, they may confer with the Tax Assessor, or file an appeal.  The appeal deadline is April 1st of each year.

Notice of Tax Sale - June 2025

Tax Sale Notice

Assessments: Any questions concerning your assessment should be directed to the Tax Assessor. The Collector is responsible for the billing and collection of taxes only.

Deductions: Please contact the Tax Assessor for information regarding Veteran or Widow of a Veteran deductions and for Senior, Disabled or Surviving Spouse. Tax Assessor’s office: 973-410-5353.

Tax Bills/Dues Dates: Tax bills are mailed annually in July. Each bill contains four (4) tear off stubs for the 3rd and 4th quarters of the current year, and the 1st and 2nd quarters of the next year. Original bills are mailed to those who pay their own taxes, and to banks and mortgage companies. Property owners who pay their taxes through their mortgage company receive advice copies of the tax bill. This advice copy can be used to make tax payments if a mortgage has been paid off by the property owner. Please read both the front and back of the bill. Tax bills are due on: February 1st May 1st  August 1st November 1st  of each year. The Borough allows a grace period of ten (10) calendar days. If the tenth day falls on a holiday or weekend, the grace period is extended to the next business day. During August only, the grace period may be extended beyond the 10th of August. You will be notified on the face of the tax bill of the last day to pay August taxes.

Interest Rate on Late Payments: NJSA 54:4-67 states that if payment is not received by the end of business hours on the 10th day of the grace period, interest is to be charged. Interest is 8% per annum on the first $1,500.00 of delinquency; balances in excess of $1,500.00 have an interest rate of 18% per annum. This 18% rate remains in place until the taxes are brought current. Interest is charged from the 1st of the month that the payment is due, or the date of last payment. In addition, if the total balance (tax and interest) exceeds $10,000.00 on December 31, a 6% penalty shall be added to the amount due. Under this statute, the collector must have physical possession of the payment; no postmarks are accepted.

New Homeowners: Tax bills are only mailed once a year in July and are not always transferred at closing. It is the new homeowner’s responsibility to obtain tax information. A copy of your tax bill is always available at the Tax Collector’s Office by request.

Forms: Mailing Address Change/Bank Code Removal Form: Mailing Address Change, Bank Code Removal.  It is imperative that the Tax Office have in writing any change of address or change to a post office box to ensure delivery of all future bills.

Lien Payoffs: You must request in writing to the Collector a statement of redemption. The request must include the date that you anticipate making payment and a statement of your legal interest in the property. You may be required to provide proof of identity – NJ Tax Sale Law only allows ‘interested parties’ the right to redeem. For the purpose of lien redemptions, accepted forms of payment are cash, certified check, or money order. The Collector will notify the Lien Holder that payment has been received, and request the lien certificate from the holder. This certificate will be forwarded to you.

Tax Sale information: New Jersey Law requires all municipalities to hold at least one tax sale per year if the municipality has delinquent property taxes and/or municipal charges. Tax Sale is the enforcement of collections against a property by placing a lien against the property for all outstanding municipal charges due at the end of the calendar year (December 31). Tax Sale is normally held in the last quarter of the year. Municipal charges include but are not limited to, Taxes, Sewer, Water, Added/Omitted assessments, Special assessment charges, and Violations (Health, Code, or Construction)

SEPARATE ENVELOPES MUST BE USED FOR EACH PAYMENT MADE (i.e. taxes, water, sewer). CHECKS SHOULD NOT BE STAPLED TO THE STUB.

Water Utility

The Florham Park Water Utility provides high-quality water service to all users through the maintenance of water mains, well houses, water meter replacements, curb stops, and public fire hydrants. The Water Utility maintains compliance with all NJ DEP requirements for water quality, testing, and reporting. Residents are responsible for their service lateral from the curb stop to the home and for allowing access to the Borough’s water meter.
